they're used for the EX Hangar, a new 'expansion facility' in the Hangar at Leona that lets you give any suit a generalized numbers skill (some of the best ones being that either thruster parts give you +3 to both melee/ranged, or quick loaders and cooling gives you +3 resistance each)

Expansion Hangar you will need to unlock a MS expansion slot first then you can "develop skill" just fair warning its all rng based for what you get along with a "Success" or "Major Success" the later being the more preferred as you get two skills to choose from than one but again depending on what you get the skills might not fit with what MS you prefer and you will have to wait one irl day to try again with the same MS so save up on those EX coins.
