700 is unplayable P2W crap
As soon as you hear someone say this, it's clear they're bad at the game.
The Bawoo has better modifiers on its weapons than some of the native 700 4-stars do. Some of the best picks at 700, period, are non-native; the Varguil, Dijeh CA, Jagd Doga GG, the Suppressor.
There are fully like a dozen different easily accessible LV4 550s that hold up just fine at 700, usually due to a combination of modifiers and obnoxious durability. The GP04, ever since its buffs, is better in some situations than things like the Sazabi FF, just due to being smaller and more nimble.
They've also given out the Nu and Sazabi for free, what, twice now? Do you know how good the Nu is ever since its last round of buffs? It's just a little worse than the absolute top tier 700 generals. It actually matches up better against some things than the Hi-Nu does, since it has better build stun options. The Sazabi falls a little short of the other obnoxious blue raids at 700, but it's still far from bad, and when the buffs it got on console hit PC in another month or so it's going to improve pretty drastically.
You're allowed to not be good at the game, but you could at least have the humility not to push bad or misleading advice on people.
I prefer seeing many MS to choose from, not "The team with more Norn/PGTB wins" BS

It's the most braindead of the top 5 picks, but the Phenex and Hi-Nu are both better if you actually know what you're doing.
It dipped in popularity very quickly on console, because people figured that out immediately. It took a little longer on PC, but it still happened eventually.
Again, if you think 700 is a p2w cost, you don't know anything.

550 is a joke now, ever since the PGTB released. It wasn't particularly great before that point anyhow, but that just turned it into a barren wasteland of ♥♥♥♥ that nobody should ever set foot in.
And yeah, I do like current 700. It actually IS a fairly varied meta, or can be. If your reasoning is "w-well other people just play the same 3 or 4 things", cool, that's not any less true of any other cost in this game. 400 has the Metal Spider, Aqua Dominance, GM SP III. 450 has the Woundwort, Efreet Jager, Marasai. 500 has the TR-5, Sleeves Zssa, Gaza G. I could go on. I could go on, for literally every cost in this game.
I love how I point out that the Norn isn't even the best 700 general (may not even be the second-best; the Phenex outranges it and is more flexible overall, and the Moon wasn't far behind it even before its last round of buffs on console), and you still just default to "JUST MAIN NORN BRO U MASSACRE". I also pointed out that the Norn took a serious dive in popularity about a month ago (and, again, this happened much sooner on console). The only thing that makes the Norn dumb is that it's by far the most braindead of the top tier 700 generals, whereas things like the Hi-Nu, Phenex, and Moon require more skilled play to get any real mileage out of.
You know what the funniest part of all this is? My most-played 700 in rated is the Bawoo.

Meanwhile norn is melee properties powercreep that can one combo most gen and raid but the learning curve is zero and supper durable.
I own two of them ill say if you want to win go norn, if you wanna have fun and a good Jesus yamato enegy you can get freedom. But both is RNG luck you must I mean.. is random 🤷♂️
Phenex beam magnum has less range than Norn's, 350m vs. 400m. (although it does more dmg and cooldown faster)
Norn has revolving launcher that has its unique properties(goes through shield...etc.), and gives it advantage in close range around corners and such due to it fire-on-the-move instantly(no focusing), has splash, and over 100% total build stagger if you hit all 3.
Phenex doesn't even have more than one ranged instant stun before NT-D, which activates later(80%hp instead of 90% of norn). So norn has huge advantage before NT-D in that it can chain all of its instant stuns together(their buildstun values are no slouch either).
Phenex only pulls ahead of banshee in shooting due to having higher shooting stats and the lockon armed armor DE launch(which is delayed, takes a while to do damage, and can hit cover/terrain) + armed armor DE shield + 1s boost gimmick reducing build stun.
Armed armor DE launch, being funnel-type weaponry, would actually get disabled by norn's NTD for extra lols.
Phenex melee kit is okay(tonfa downswing, although very good, takes more practice/positioning) but the melee modifiers are poor(NTD and awakening takes it down very far although not as far as unicorn shooting modifier); and it has poor melee resist by default that should probably be made up for using close range slot part like melee armor 4, maybe even get midrange slots involved, which means it has less room for melee damage build.
It has more gimmicks such as collision stagger and team heal, but those are very situational.
Phenex also has more of a hitbox problem with armed armor DE on top, where as banshee norn has a smaller fan-shape on top during nt-d(so it doesn't have such issue at beginning of match during the longer range shooting phase).
Actually the main reason banshee norn breaks the meta is because it doesn't just have ridiculous melee damage(there are plenty other melee-oriented native 700 generals), it also has very good shooting damage that isn't shafted with nt-d/awakening(lol unicorn negative shooting modifier), and the entire shooting kit is not that much worse, if at all, than the range-oriented phenex as explained above.

400 - zudah f, gm sniper 2(both)
450 - jeda is still good and has lv1 antistealth for efreet jager lv1 stealth; hizack cannon still exists.
500 - 7th, geara doga, marasai again
but do go on, you'll just find that there are far more close-enough options in other costs than in 550 generals compared to pgtb.
Also, weird that you would mention lv4 700s but forget the usage of p2win overtune parts.
