Technically, there's also a few which are recycle ticket only that probably won't hit the DP shop at some point, but those are few and far between (Zaku IIS, RX-79[G] Lv2,3,4 being the only examples I know of).
Yeah, ones that are available in the DP store are locked until you've reached the appropriate rank/lvl. Those not advertised in DP shop is presumed as supply drops as I can think atm
Every suit (with a few exceptions, like the Zaku IIS) released so far has eventually made its way down to the DP shop. Admittedly about a year after first appearance, but still. The Nemo, for example, used to originally be Event-Only. Same with the MSV Ground GM. And the White Dingo Sniper II used to be token only, years back.

After some time has passed (can be as long as a year), X suit is obtainable from platinum medals reward (see the HARO menu on the mission option, you need to clear 38 monthly mission to obtain the platinum medal. All medal versions (bronze, silver, gold, platinum only last until the end of the month and will be reset on the next month.
Once you managed to get platinum medal, you can get "premium login bonus" you'll be rewarded with free suit which was only obtainable from supply drops, usually up to 3 free suits. the 1st suit is only awarded by logging in on the first 10 days of the month, 2nd suit is awarded by logging in the 11th day until 20th day of the month (by this time you can no longer get the 1st suit), and the 3rd suit is awarded on the 21st day (again, by this time you can no longer get the 1st and 2nd free suits). So you see this is sort of an incentive for the players to quickly clear 38 monthly missions as fast as possible, which can easily be done if you buy a whole lot of tokens (which will put a hole in your wallet), that's the unfortunate Pay to Win aspect of the game.
After some more time has passed (around few months after being available on the premium login bonus), the x suit is added to the recycle counter and can be bought for a certain amount of recycle tickets. The recycle counter available items changes daily so check in every day.

But remember that you also need to be at least a certain rank to be able to buy it (e.g., let;s say x suit requires you to be ranked as corporal level 3, while you are still a private first class or lance corporal, then you can't buy it unless you grind enough exp and rank up to corporal level 3)
So in short, since the devs always release a new suit every week (so at least 52 suits every year, that's still not counting the additional bonus suits from limited time missions, clan matches winnings, exclusives that can only be bought with real money, yeah the damn devs do this once in a while, etc), the collection just keeps getting bigger and bigger. Every new suit released becomes an exclusive obtainable only from gacha supply drops, then eventually given as platinum login bonus, then eventually available on the recycle counter, then eventually available on the DP counter.
There are literally hundreds of suits available already (since its already a 5-6 years old game). And if you want to collect them all like pokemon, you need to have a very deep pocket and huge amount of luck and blessings from the gacha gods.
