Definitely, but sometimes you catch someone out of position, and it just works like a dream then. Personally though, I prefer finishing off with grenades+vulcans on it. Though usually I actually run the RX-79[G] rifle, way less damage than the proto rifle, but much more sustain potential.

LV3 is a 500 cost unit and there is no way a 400 cost unit can use a LV3 weapons.. Even as LV1, the dmg is only 2720dps (focus charged).. but if you add the mods, it can go higher
You are completely incorrect, check the game for yourself.
Lv 3 is 400 cost, and carries a lv 3 gun that deals 6800 dmg, with the +7% dmg mod, thats a bonus +27% ranged damage, against a raid (+30% dmg buff due to countering as a general) thats +57% damage on the 6800 which = 10,676 dmg, if you hit them in the back it'd deal even more damage.
