don't be out in the open
If you're being staggered, most suits can't solo stagger lock you indefinitely. go into cover.
If you're being attacked by a group, you might very well be stagger-locked until you die unless you get knocked down. Avoid getting caught out in the open by multiple enemies and stick with the team to minimize this.
The staggering mechanic is a core part of the game. If you take a gundam with the emergency maneuver skill you get an invulnerable dodge roll which you can use to avoid getting stunned, or to escape after recovering from a stun.
As another guy said, the invulnerable period after a full knockdown is actually VERY long, you can retreat a great distance away as long as you don't attack.
