Here's a timestamp video of the skill in usage:

Literally in this case, don't know something exists, so they just yell cheater and then look like a fool.

Can fire 10 shots at full speed in that mode without overheating according to it's wiki page, With proper care can probably just snipe indefinitely from it's position and even shoot through units to hit ones behind it.
Notice how the enemy didn't move at all despite being targeted by you and your teammates, that's because he/she was using the rapid sniping skill.
Try comparing what the enemy did with this game play video of the same suit. Look at 0:38-0:56.

Read the video description for some context on the rapid fire sniping skill of the suit.
So it's probably not a cheat. Just the enemy utilizing the suit's capability.
His mech can ignore heat mechanic.
This game is broken a hell.
IIRC its not that good of suit for its cost and is very rarely used because of it. Its probably why OP didn't know of it despite being an experienced player. I've only seen twice during quick matches (once in console and once in PC). With 350+ unique suits and people prioritizing meta suits, you're not going to encounter everything in game. Personally I don't expect new players to know as well.
The issue is immediately calling things a cheat just because its unusual. Some are, but not all. If the post was a posed as question ("Is this a cheat?") then there'd be no issues.
It is like how the gaplant can basically fire beams almost non stop for like 30 seconds before both their modes overheat. Or the xeku zwei can literally reload all their guns instantly and halve their reload times temporarily with their suit ability, thus allowing them to fire quad fausts twice in a row, with another barrage soon after. Or eyezack can remove all of the enemies radars for a few seconds. Or black rider can turn physically invisible. Or NT-D units can remove the ability for enemies to use remote weapons when activated.
Intended mechanics for certain units are not broken, and knowing about them makes you a better player.
