Some units like the gm guard custom, the shield can be held forward due to it being a weapon, while others like the gouf custom and jegan-like units the shield has integrated weapons which cause you to point the shield forward entirely to fire, reducing it's forward effectiveness.
There is also units like the gustav carl which have an active guard skill that doesn't really use a shield, but causes you yo be imobile and gain massive damage and stun resistance for it's active time.
There is no button that active your shield except for suit that have Active guard skill.

For example, classic gundam has a shield on its left arm. If you move right, you'll position your shield infront, increasing the chance for enemy shots to hit the shield and negating damage.
also watch how your mobile suit moves around with it when on the move, some mobile suits will purposefully raise it when doing certain motions or holding weapons and moving in certain ways, otherwise just do as above
