SP II can shut down entire teams if given a bit of breathing room due to the heavy stun sniper rifle, or melee-sniper comboing, and shockingly works well even at level 4 (550 cost). With the buff of the Beam gun way back, that's also a (somewhat) viable playstyle, and the bullpup mg used to work great on it between 400-450 cost (haven't tried that last one in ages though).
WD GM has it's place. I've had some very good runs with it using the ground type beam rifle. Early prototype rifle, while fun, is of questionable value.
SP III is one of the better 400 cost supports as long as you toss on Lv3 + Lv1 quick loaders.
Nemo + GM II beam rifle is "decent". It's nowhere near as good as when using the 170mm cannon, but it's certainly not Gunner Gundam levels of suffering.
Keep in mind this is made with ps4/5 in mind.
Sp II i'd say is where it's at because theres not a whole lot you can do with it when low on ammo plus theres other supports that can provide support fire and supression for longer periods. Also doesn't help that there's plenty of raids that will give it a miserable time like the riders, dom high speed experimental type, and z'gok family.
I mean, that's where my trial data comes from as well. SPII basically requires quick loader parts [database links for extra leg breaking potential] and firing programs [and/or ranged overtune] admittedly, but it does do quite a bit of work as long as it can be screened by generals (or even in a couple of cases, raids). I've found it to be way more useful than the Cannon II when used by either myself or a teammate in high-rating rated/unrated play. Especially with the ability to hit leg parts hard through gaps in terrain and with an extra 200m range.
And that's before we get into the ability to effectively perma-stunlock people at 400-550 cost with quick-switching the sniper rifle and the beam saber as a frontline support.
Edit: I certainly won't complain if it gets buffed eventually though!
Pretty small sample size, your experience might change during live once the other suits are out. But from my own experience on the ps4 game the GM Sniper II badly needs a better kit, one good weapon can only do so much. What it needs is a rework to include better ms skills and more sub weapons like its bullpup machine gun or given a beam rifle as a sub weapon to fill in between reloads and more reliable defenses.

To everybody else I would please suggest you don't take this tier list into consideration. It is no longer relevant to the current state of balance.
Hi I am the one who made this list and I can explain. SPII does not have a heavy stagger sniper, it is just regular stagger. It doesn't have any stun accumulation or ways to stop raids, plus the damage is pretty mediocre. The only thing it has are part breaks but I don't think it is the best at that either. Beam gun is like playing a far worse Gelgoog Ground Type and bullpup is like playing a far worse EyeZack.
WD GM like idk how else to explain this but, the thing sucks. Ground type rifle is suffering as is when its on the Ground Gundam, but on a GM that has worse everything else it is even more of a struggle. Would be better playing literally anything else.
SP III was buffed since this list was made and I think it is a top 3 400 cost support now. So no disagreement there.
Nemo+GM II beam rifle is really painful. You are playing a suit that wants to melee, but it has awful melee resistance and HP. Trash melee damage, mediocre mobility, no useful sub weapons and no useful skills. Even a LV3 GM II would be stronger, but for this exact same playstyle you can take just about any other 400 cost general. GM III is a straight upgrade in every single category, even melee damage once you consider the base melee modifier. GM Custom has basically the same loadout but it is better in nearly every regard. These pretty average 400 cost generals absolutely trounce the BR Nemo, so taking it is basically handicapping yourself.
Not saying that these suits can't be fun or that it is inherently wrong to play them. Just that I think they are pretty weak for the reasons I have given above.

No problem, Happy to have feedback from you! And I totally misspoke when I said "heavy stun", I meant to point to the guaranteed stun (as it always appeared to bypass stun gauge, even v. boosting units with maneuver armor, unless I'm misremembering it?)
As for the Nemo+BR, definitely agree that it is outclassed by the GM II/III/Custom, but hardly would classify it as bad as the SW/Gunner Gundam/Sniper 1. Unless there's something that I'm missing that makes those units not as bad as "whoever's using them is deliberately throwing the match", which is the thought I always had when an A rating player would use them.
