Can't set default monitor

It didn't do it before but my crosshair is constantly moving to my secondary monitor now. I can't seem to set a default. I have to open display selector each time.

It didn't always do that. My secondary monitor was set to 1 and my primary to 2 in windows. I swapped cables on the GPU to see if that will help but my question is what changed that I had to do that? Why can't I set a default?

EDIT: changing the 1/2 order in windows didn't affect it. It still changes to the secondary monitor no matter what.

I had one theory I'll throw out there. My uptime is usually in the weeks, but my monitors sleep. I wonder if my secondary is just a tad faster than the primary to wake and it sets itself to whichever starts first. Probably not a thing, but an idea I had.

When choosing a preferred screen the left/right monitors are correct but the images are reversed. If choosing by what's on the current screens it will be the wrong monitor, but choosing by monitor location will be correct.
