Пока обхожусь модом:
1) ставим https://dsp.thunderstore.io/package/xiaoye97/BepInEx/
2) ставим https://dsp.thunderstore.io/package/Muchaszewski/DSPTranslationPlugin/
3) идем сюда https://crowdin.com/translate/dyson-sphere-program/all/en-ru?filter=basic&value=0
и качаем файл перевода translation_DysonSphereProgram.json
все

Перевод нормальный, играю на нем уже больше года

Это не отменяет отсутствие языка в игре, но решается за 5-10 минут
