Unfortunately, uninstalling the game will NOT delete the DSP folder in C:\Users... (that would cost you your saves, settings, etc.) and that's why the reason reinstalling did not help you.
Try taking ownership of the DSP folder in C:\Users and/or set up rights for Admins to full access.
If you do not know how to do this then another way is to rename the DSP folder in C:\Users to something like DSP_OLD and then start the game again. This will create a new DSP folder in your C:\Users and set up the rights correctly. Beware that this will mean your game will start without any of your old saves (they are backed up in DSP_OLD or however you renamed the folder).
Since the new patch will not be compatible with old saves, I would suggest just renaming the DSP folder in C:\Users instead of going the long way of taking ownership/setting up rights. Hope this helps.
I'm having the same issue. I did everything joncwhite did and the fix Doot said. As I typed in the address , it stopped as shown. I don't have the folder its looking for. I tryed to delete and it can't find the location
