Towers are configured wrong
Logistic Vessel speed level 4 is not researched.
Not enough material in tower to trigger a cargo run.
The tower with the vessels has no power.
RANGE is for just going, warp or not. In LIGHT YEAR unit.
But the WARP RANGE is the range to start using Warp, it's in AU unit (Astro Unit).
For example in one system where planets can be at 20 AU++ of distance, i need to put WARP RANGE @ 60 AU to make Ships going without Warp.
The RANGE is just for working with other Stations, if they deal with them or not up to X Light-Year of Range.
Range is often used for some Stations to DONT GO on a Gas Giant if they are too far for example, or any other Logistic stations.
Oh yeah you need Research Speed lvl 4+ to unlock Vessel Warps :)
