what do you mean by scale in size?
I never played factorie but i saw a lot of videos of players on high end pc, even better than mine and mine is 4000 EUR and when it got big, it was lagging a lot .. almost unplayable.
I never had issues here later in the game when i had few full planets, still running great.
evrey single early access game have to answer this question

No idea about the amount. I'd guess maybe they move it closer to games in the same genre, Probably still a bit cheaper than Factorio though.
I wouldn't expect it to become cheaper than 16 for a long time, so probably the best move to grab it in the next sale.
It scales really well even as you start to set-up large factories on other planets.
