I have already the mass construction level 5 and I´m trying to put a blueprint with 5622 facilities / 3600 Tech Limit, but the game doesn´t let me and it´s says that "The Number of Facilities Exceeds the Maxium Limit of Technology"

Why the game doesn´t allow me to use this blueprint?

The tech limit for Mass Construction level 4 is 3600. Which is the 3600 in your 5622/3600 number. Are you sure you have Mass Construction level 5 unlocked?
