As for DSP itself, just add it to your wishlist - it's a Steam-only game the only place it'll go on sale is here, and things on your wishlist will get notified when it's on sale.
To be honest though, it's almost never on sale. That said, this is one of the few games that I absolutely do not regret getting at full price, as I've gotten my $$ worth many times over, and it's not even out of early access yet.
This. So much this. I'm a heavily critical person who does not like to spend money. I have 0 regrets buying DSP (at full price).
It is most definitely a 'build at your own pace' kind of game. No timers or penalties of any kind. You can build and explore the star cluster as quickly or as slowly as your heart's desire (and computer system) will allow. The devs have said since day 1 that there will also be combat added, but that will also be an optional setting. They wanted to refine the logistics part of the game before they tossed combat into the mix - which I think most people here will agree, they've done wonderfully with.
I very much have enjoyed this game, as is, without the added combat feature - but I'm also only one voice among many.

Building wise I'd say that it's very close to Factorio with a few advantages and disadvantages over Factorio, though the 3D aspect certainly changes quite a few things, especially regarding belts. Factorio is still better regarding mod support and performance, but DSP is better in regards of graphics and music. And DSP certainly at least tries to become better in combat than Factorio is, but we'll have to see how it will be in the end.
But still, if you like Factorio you will also like DSP.
Most of the challenge in this game is the fact that it's a structured sandbox. You have a set of very simple tools, and can do whatever you want, with broad goals open to you. The challenge is keeping things organized and running efficently, with a degree of precise but non-time-pressure clicking needed to build things. Flying between planets might be a challenge for you if you struggle with timing (pushing a button to stop warping as close to the target as possible), but there are mods that give you autopilot or teleportation between planets, depending on how cheaty you're interested in being.
If you struggle with larger, complicated systems, there are a lot of blueprints out there that can help your game, combining the simple machines to do more complicated tasks in easily placed "module/city block" systems to make the next thing you need.
With the Nebula Mod, you can even play multiplayer. Some of the most fun I've had is starting a world from scratch in DSP or Factorio, and having a friend along to enjoy the experience. If one is more knowledgable, they can take on the role of project manager, assigning tasks to keep the newer player on track, if both are equalish, it's a blast working together, each deciding on projects to accomplish and going mad from whatever constucts the other one made.
There is a combat mod, "Theycomefromvoid", which adds an element of tower defense and combat, inspired by the upcoming combat update. It's okay, I guess.
