One button lays a planetary blueprint of foundations. Plop a tower, call for foundations, foundations start disappearing and end up on the ground, outward from the tower. (And soil pile goes up). JS

That would bypass one of the achievements.
Also, depending on where you place the tower, the soil pile could go down to zero as well.

Both true. Achievements are disabled in such instances. And once you have 30+ million soil pile, you cease to care.

There are at least one mod that does planetary pavement. Don't remember what it was called though.
