The description has the default extra product text, but is not actually used anywhere. Perhaps in a future update we'll have warp capable cruise missiles or disposable drone warships, or perhaps not.
Power production itself isnt a problem...but ILSs can only charge so fast, thus theres a limit to how fast you can launch vessels. It would be nice if proliferated warpers reduced the power consumed so you could launch vessels quicker. The only work around to this is just building more ILSs.
Have you adjusted the ILS charging power? It can go from 60MW (default) to 300MW.
It's possible they knew about the power slider, very late game even 300MW is not enough to keep an ILS topped off when transporting huge quantities of stuff.
There is a mod that can lower the power requirements for launching vessels that can help considerably though.
