If that's true, then simply stop and delete all you X-ray cracking facilities. You don't really need them. Gas giants will cover all your needs in Hydrogen
i have a universe wide hydrogen theoretical max production of around 13k/min and a theoretical max demand of 23k/min... as i stated i feel still like at the beginning of endgame....
so basically ure wrong!
as mentioned, X ray cracking is kind of an emergency use when you dont have access to coal but need it for the graphite. the hydrogen off the normal oil refining process should be plenty early game and mid to late game the gas giant will give you everything you need.
And when burning off excess make the following construction. Thermal plants burning the excess product (for me that has always been hydrogen in early game) connected ONLY to a set of energy exchangers. Feed the batteries charged there to an other set off power exchangers connected to the main power net. That way the power from the excess gets priority over the power production connected directly to the main power net.
