Edit: just read the announcement, its glorified leaderboard.
In the narration, the tutorial voice over mentions this is part of an effort to build a third-level civilisation for the CentreBrain.
What the developers have created seems to be a graphical visualisation of player progress towards this goal. I suspect they're going to show how many dyson spheres are in the Actual Universe and that a player will be able to colour his region on that graphical visualisation.
A Type III civilization, also called a galactic civilization—can control energy at the scale of its entire host galaxy (all stars).
DSP starts you on a planet with the ultimate goal of harvesting the sun. That's a type II goal.
Add a bunch of other players doing the same thing across the galaxy, and that leads into a type III.
