The EM Rail Ejector is there to fill the dyson swarm. Once your nodes are filled with rockets and the shape is ready to be filled with solar sails, the solar sails in your dyson swarm will move automatically to fill the shape. There is no need to change your dyson swarm settings or your EM Rail Ejector orbit settings in this case.
Here is my Dyson Swarm before building the dyson sphere :

You will see that once they start moving, they change color so that you know the solar sail is actually going to fill the shape you designed :D
