Make sure to set the number of threads (logcal frame thread count) to 4,6, or 8. Anymore than 8, and performance goes way down. If I set mine to 16 or 24, my FPS goes down the toilet, and I have a 20 thread intel CPU at 5.3GHz
The game is HIGHLY CPU limited and only moderately GPU intensive. So it will never take advantage fully of a 3080 or 3090. At most, the game currently will use about 4 CPU cores no matter what you set the above setting to and setting it higher than 8 just bogs the game down as the new thread system isn't fully optimized. MAke sure your CPU is overclocked as much as possible. Around 4.8 to 5.0GHz if possible.
Once you have a MASSIVE factory, you're going to lag under 60FPS no matter how powerful your CPU and GPU are.
If you have a Gsync/Freesync monitor, set it to OFF for this game. Unity has massive issues with it and can cause the FPS to lock at 60.
Now if you can't get over 60 fps right after starting a new game, THAT is a problem... but try the thread count setting as well as checking for Freesync and turn it off if you have it on that can FPS lock some Unity games to 60FPS sometimes.
Also, many Unity games have mega issues with 4K. So I would limit yourself to 2560x1440 (16:9) or the equivalent in 21:9 or 32:9.

I looked at the real time CPU monitoring in the game, and I adjusted the threadcount until my CPU ms was at the lowest ms. 4 worked the best for me. 2 was crap, and 6 and 8 were a tad slower than 4. Anything over 8 got rapidly worse.
I have a freesync monitor on my system, and I had to adjust my game settings in the nvidia control panel , and I told it not to use Gsync/Freesync for the game as I had huge FPS issues with it on.
So TL:DR? Other people find this game highly playable and have similar or worse specs than you. To me that suggests you have something messed up in your settings somewhere, whether ingame or in your pc settings... find it, and play the game.
Then GSync and 4k monitors are another entirely different topic...

I even played this game on both Windows 7 and 10, same issue, just doesn't keep stable 60 fps from the looks of it even though the fps counter says 60, this must be external issue because I don't experience this in other games that are basically all Vsynced for me ( i dont have Gsync or Freesync monitor)
It's not broken, but it is un-optimized. don't forget, it's an EARLY ACCESS game. So it's bound to have issue. So it's not really a POS. They are slowly improving the performance over time.
If I can get my FPS working normally, so can you. The only difference in our 2 machines is our CPU. We have the same amount of RAM and very similar GPUs.
It may be best to upload a video to show exactly what's going on.
You say you're getting 60FPS, but it's not performing like 60FPS.
That statement doesn't make much sense. You either are getting 60 FPS, or you aren't... unless it's 60FPS average with a lot of lag spikes.
