Fou-lu didn´t appeared even after i defeated the other 27 fighters in the quest... Bug?

I finished the main story and all the other side quests (except for most master quests, as i focused on a few styles).
Was looking for finishing the last one, "the fighty mighty", but even though i defeated all the Andores (except for the lv99 one, that didn´t show up either), Fou-lu never shows up in Nayshall (or anywhere).
The world map lists the quest in Metro City, but there is no fighter left there, as i defeated even Shen Long.
Is there something to be done in game or should i report a bug? Thanks

I think she's only there at night.

I looked day and night in that island on Nayshall southeast, where every site i found says Fou-lu is supposed to be... But thanks for answering :)

I had the same problem and did some research, and the fact was: Fou-Lu and Andore are not counted in 28 fighters. I searched in Metro City, Old Nayshall, and Mount Vashal for both day and night (so total 6 searches, I actually missed Mount Vashal at the beginning because you cannot see it when changing time at hangout) and found that I missed 1 fighter at Mount Vashal.

After beating 28 fighters, Fou-Lu and Andore will appear.
