We don't know unfortunately, Capcom hasn't stated why they stopped giving out rental tickets with the battle passes.
I WOULD have guessed it was because they didn't want people who bought the first season pass to stock up on a ton of rental tickets they could save until later down the game's life. But they imposed a HARD limit on how many rental tickets you could hold. I hit my maximum many months ago, so every time I did a new battle pass I kept getting the "get your unclaimed rewards" notification every time I'd boot the game up despite not letting me claim them.
