I hate the rental tokens, such a bad idea. Let players use all the characters in training mode, it will benefit the competitive scene in the long run.

We don't know unfortunately, Capcom hasn't stated why they stopped giving out rental tickets with the battle passes.

I WOULD have guessed it was because they didn't want people who bought the first season pass to stock up on a ton of rental tickets they could save until later down the game's life. But they imposed a HARD limit on how many rental tickets you could hold. I hit my maximum many months ago, so every time I did a new battle pass I kept getting the "get your unclaimed rewards" notification every time I'd boot the game up despite not letting me claim them.
