Does DLC normally work like this:

So I never really buy SF games cause of the insane amount of DLC. I don't care for cosmetics, but my question is:
can you just buy w/e DLC character you want? and only that one or two? (like tekken DLC)
Or do you have to buy the "Character pack" and in that case, Its just better to get the ....year one ....pass?

I am not really sure about that the only DLC character I can tell will be a good character is Akuma they might be able to get away with it if they do the same thing as Dragon Ball Xenoverse 2 by making the new DLC have a story mode
