The 360 does not need to be a full 360. You can do a half circle (forward or back) and end in up forward or back forward.
For the 720 motion, it IS possible to do it while standing, but is normally extremely difficult to do so and only a handful of people can do it. Not even SnakeEyes, the best Gief on the planet, does standing 720s cause they are too inconsistent.
Buffering in the thing in this game. Meaning, while you are doing a different move, you can input the 720 and just end with the button press once you can move. This can be anything from a jump, to a forward dash, another normal, or literally anything. For Gief, one of the best moves to buffer is his forward MK, the little knee hop. It gets you in range and is perfect to buffer 360s or 720s.
believe it or not it's a pretty slow motion movement. try to get it when doing a Wind Clad Condor Spire while opponent is blocking. you can buffer the 360 movement while in the Condor Spire, and press Punch right when it ends. Experiment with different timings, and you'll get it.
Even if you use a playstation controller that looks like a 4 separate buttons for directions it's one plastic piece underneath. You keep the thumb in the middle and try to rotate by tilting your thumb a little bit.
Also as others said - 720 is buffered during other moves. 360 can be buffered as well even when you blocked a move. The special moves executions don't need to perfect. They were simplified (modernised) a while ago.
I would also use dpad over an analog stick as the dpad is way faster and more precise in my opinion. If pros are using a gamepad they are also using dpad.
so even for a 720 you only do one circle and a half
to do consistent 360, just go from forward clockwise, and hit punch/up at the same time
walk up 720 is something else you gotta look it up,
same idea start at forward/back
basically you have to do a full rotation during your character crouch before standing up
few people ever 'master' it
you dont actually even have to do 270 degree
the input for keyboard/gamepad is 63214.8 (forward>down>back . up)
so the final one isnt actually back+up or fwd+up, it is actually just... up
so you grind your gamepad like half circle back, then hit up+punch, he grabs
for 720 its the same
doing some moves to avoid you to jump like Drive impact or Dash or whatever
and input this while Zangief cannot jump (6248 6248+p) and you do the super grab!
I am not joking btw. That is exactly the sort of thing I've been doing since release. Of the 79 hours I've played so far, over 20 hours of that is just the practice mode. Replaying my combo trials over and over and over trying to clean up my inputs and be more consistent.
