Also a character takes a long while to develop, and most likely costs way north of a million bucks. That's a good pile of cash to spend on an 18 month old game without getting anything in return as this new character is supposed to replace a base roster slot. I can't imagine any of the higher ups Capcom signing off on this.
Reworking her a little in season 3 would be much, much more affordable. But even then, she still isn't the least popular character, somehow those are faithful SF2 reps.
Lily is here to stay. Even if she is the worst character in the game I still play her.
Still, you wouldn't be at least a liiiitttle attracted by the idea of a Shin Lily?
I play her and only other FEMALE characters because I identify as a WOMAN
