Is there any way to buy individual dlc characters?

There is, go to the shop in game, go to characters, youll see you need to purchase 350 coins..... on the store screen scroll down to fighter coins......

you will see you need to buy 2x 250 to buy 1 character - 500 coins = 15 CAD - 10-12 USD - and you will have an extra 150 coins.

personally i think if you wanted 2 characters its probly more efficient to do 610+250 which is about 20 something CAD..... but u get 860 coins, 2 characters + u can get skins

THE optimal way is to just wait till the season pass goes on sale, and buy 4 characters for like 26 or something CAD unlocking characters and more.
