how does the network, work?

Hopefully I make sense in what I am asking,

How does the network for this game work? Is every game layered by a relay server and it induces additional ping?(I am not talking about rollback or its netcode) I am curious on how the p2p works. whos hosting, relays etc.

Has capcom said anything on the exact ping range of 4-5 selection? what is the max, what it prioritizes, etc?

and last, why Choosing a 5 bar connection doesn't seem to work? You'll be waiting for who knows how long. Longest I let it go was 30mins and nothing.
