There are couple things different editions offer:
Core content: base game, 4 DLC characters in season 1 (all released), 4 DLC characters in season 2 (2 of them released, 2 more to come in the next couple of months).
Cosmetic content: stages (can be purchased through earnable currency when playing) skins (if not purchased in the pack, they have to be purchased with premium currency) Drive Tickets (free-mium currency, that can be earned through gameplay as well, and that can be spend on cosmetics, but not character skins).
Up front - if you want all of the "core content" there is no way to get it with a single purchase. SF6 is getting new yearly passes and starting from year2 going forward those (at least for now) have to be purchased seperately. However, you don't need all of the content to fully enjoy the game.
So editions:
DLCs follow the same format: "year X character pass" gives you core content, "year X Ultimate Pass" gives you same content, plus cosmetics (stages, skins more Drive Tickets).
I hope it is clear. Now recommendation time:
You don't really need more than base game to get started - it's full of content as it is, and if you want to play a character from a DLC roster, you don't have to buy a whole pass - they can be purchased seperately through the shop in game. But once again: unless you plan to play as them, you don't need to own them.
As far as my recommendation: the game is quite often put on 50% discount, so first of all I would wait until it is discounted again. Once it happens, I feel Deluxe Edition offers quite a good value for money (I think I got for around £30) - that will give you the base game, and first 4 DLC characters.
Personally, that's what I am playing right now, and I am waiting for year 2 character pass to be completed and discounted before buying it.
