Forget about skins, they won't even let you use EX colors on an outfit you want. Wish I could say they'll stop wasting resources on avatar and focus on something that actually matters but they probably won't.
Which is generally easy to produce content like recolors, stages, and costumes\skins.
Some companies make up silly excuses that they can't make new costumes because of animation was done by "hand" eg the old way games did it pre 2007ish. Yet modders prove them wrong and they still don't put out content. SF6 doesn't have that problem and they still don't put out.
I'm not paying as much for ONE freaking outfit as what most other games charge for a chunk of fairly substantial DLC. Or what Capcom themselves used to charge for a pack with several outfits for a whole bunch of characters.

the requirements & cost to design costume is different from days to days
just saying as an artist
I am not sure if they take much more effort or not. Do they require new animations? New SFX/VFX?
SF4’s outfits and textures were, indeed, much simpler, but they also didn’t have the newer features of the 3D modeling software of today. Outfits today do require more work, but it’s not as hard, long, and expensive as some people believe.
Yeah, no. I'm sure things got more expensive over the years, but they haven't gotten 500% more expensive in 20 years. We haven't gone from "this skin costs on average $1.25" (which already felt kind of overpriced back in the day, I haven't forgotten about that) to "one skin now costs $6" due to the cost of making these things just shooting through the roof in two decades. Otherwise they would be charging you about $250 for the base game.
I mean, the salary of game devs certainly hasn't increased much in 20 years so clearly that's not what's driving up these price hikes. The only thing which has grown exponentially in that time is the audience for videogames, which means more sales, so there should be no need to charge as much. Hell, if anything the prices should go down.
But no. They charge you this much because game publishers have spent the last 20 years pushing the boundaries of what's considered acceptable and this is the state we're in right now. Not because they need to, but because they want to. On top of all the constant advertising for big companies they keep pushing in our faces, because the players themselves have gone from being the customer to being the product that's sold to other companies.
So no, I don't buy into the whole "they're expensive because it's been 20 years" thing. They're expensive solely because game publishers feel like that's what they can get away with. And if you still don't believe me I have two words for you:
Blanka's outfit.
It's already in the game. You own it, I own it, pretty much anyone who played World Tour for a modicum of time already got that outfit for free for their avatar whilst playing the game. But if you want to use it with Blanka? 6 bucks, please. Not because they need to, but because they want to.
The crappy battlepass gives more cosmetics pieces for $10 compared to one character (you have to pay $12 because of fight coins too if I remember correctly).
Outfit situation is indeed bizarre in SF6.
Is that the reason there are fewer of them produced and they got more expensive? I dunno. I still didn't buy outfits3 as they are too pricey for my taste, so I can't say I care how many more will Capcom produce.
Yeah, but lets be honest, there is quite a big quality gap between what they do for Avatars and costumes they made for characters. One would assume they deliver so much stuff for Avatars because it is cheaper to do.
Where is TIME ATTACK MODE???
Where is TAG TEAM MODE???
I could go on all day.
