Where do i get the quest to get Vega Mask?

i saw people using Vega mask but i can't find it in World Tour, how to i access the quests to get it?

Isnt it the Bison quest that trigger by phone when you arrive at Nayshall day ?
Where you at in World Tour ? Did you finish it with the DLC character quest ?

i got lvl 100 friendship with Bison and did his quest to fight Ryu, Ken, Chun, Guile and Cammy already, im lvl 11 with Bison style atm

i arrived in Nayshall (day) and didn't get any message =/

I think then it is the second quest that Bison will give you once you are level 16 or 18 with him.

That should be it, it is no secret stuff for sure since I got it and don't even remember how.
