Street Fighter has survived games without him before, it can survive games without him again. The chief argument I would use for having him back anyway is the fact that at 78 his voice actor Norio Wakamoto ain't getting any younger so they might as well get use out of the legend while they still can.
And we will get a Hybrid of Seth and Bison as a single character.
Or better yet, we get a new Vs. Capcom game with him as a major player.
But what if Capcom wants to do crossover stuff? Maybe they could outsource their other fighting game, for example.
They could make lemonade out of lemons by having the story actually revolve around a conflict between the fighting game characters and the non-FG characters.
At best like do what Smash does and add 3rd party guests but make it primarily a Capcom game.
They have such a huge library of characters hey don't need to make deals for crossover games.
That's probably the best idea at this point.
