Now my fps are solid 60 on high-max settings again (30-50 fps with more recent drivers).
You're kinda right. They are THE BIGGEST company in the world as of a few days ago, and GPUs is only a sliver of their business. They are done, they've dropped the ball hard on availability & support for GPUs market, they just don't care anymore, AI is where it's at for them right now.
AMD or whoever need to step up their game, otherwise the next generation of GPUs is screwed.
If all your graphical stuff is turned down, try turning off V Sync and turning on the setting where it preloads the shaders.
I had issues where ranked was fine but story mode would be a fraction of a second slower than it should. The turning off V-Sync and letting the game preload shaders helped a lot.
For what ever reason, nothing I did could make the Akuma boss fight in the battle hub hit the normal frame rate but O well.
