Do You Think There Will Be a Sale...
... for the game's upcoming anniversary? I wanna get it, but I would hate to buy it now and then see it go down on sale a couple of weeks later or so.

Also, if I decide to buy the game, should I get regular version or one of those deluxe upgrades? I'm totally new to FGs, btw, never played one before.

Not sure, but they always have Street Fighter and other fighting games on sale during EVO which is coming up on July

There's always the Steam summer sale in July so you won't have to wait long if they decide to not do an anniversary sale.

If you like the characters that come with it I guess, that's the only thing you'd be missing out on

You can of course buy individual characters separately using Capcom's funbucks system. And if you play during a battle pass you're almost guaranteed to get some rental tickets with which you can try out a DLC character before committing the money to them.
(And you can always buy the season pass later after trying out the base game for a bit)

Which way is cheaper getting extra characters - funbucks or just buying deluxe or ult editions?

Well you can upgrade to deluxe after buying the base game, they're called the year 1 character pass and ultimate pass respectively. But in general the pass is always cheaper than buying the four separately, but if you want to buy just one or two, getting them separately is the way to go.

Just to note, Capcom doesn't seem to offer discount of DLCs after the first purchase.
