yes they want a fornite live service but no to ten years. Capcom was ahead of the game with live service games. SF4 last for 7 years before the next game like 5.
Having 100+ characters also just is going to make very daunting to keep up to date with because if you want to be serious about playing it you'll need to learn a 100+ match-ups, and that's an awful lot of knowledge to build and maintain.
So while "games as a service" are all the hype nowadays, I'm somewhat convinced that they'll follow the SFV formula and do 5-6 years of content updates (which would see the roster size being doubled anyway compared to launch) and then shift their focus to making an all new Street Fighter and use the knowledge learned from making this one as this is the first pure Street Fighter that was largely made in-house since Third Strike as IV and V were largely outsourced to Dimps.
If you want a fighting game that always remains the same you have Tekken.
