The real reason is because of eSports.

Or, more specifically, uptight sponsors and broadcasters of eSports.

During a SFV tournament in 2017 ESPN forced a Japanese player to not select Cammy's default outfit because it didn't adhere to "broadcast standards".

And so, since Capcom loves money more than anything else, the change was made for SF6.

You have to wear pants. Even Zangief. Even Elena, an African tribeswoman.

It's ridiculous, but so is ESPN.
