But yeah you can only buy it if you want two out of 4
But what is better for two fighters? Just getting the Character Pass, or unlocking them with those Fighter Coins? Sometimes the backs they sell don't give you the right amount and you end up spending the same or more.
Or, you can buy the Year 1 Character pass from a third party site like Fanatical for $24.59:

You'd essentially be paying a little less than $6 extra to get two more characters if you go the character pass route. And you won't have to bother with the Fighter Coins (you'll end up having leftover coins since Capcom designed it so you'd need to overspend). It's all up to you how you want to spend your money.
Also note that costume 3 for the DLC characters and the two bonus stages only come bundled with the Ultimate Pass, not the regular Character Pass. But that's significantly more expensive.
