I feel Lily was probably mean to be their daughter originally but at some point in development it was noticed she'd be too young under the current time line.
Her concept art is actually better than her final design. Not sure what went wrong there and why they decided to have her in a baby face.
The Thunderfoot Tribe's ancestral lands are in Arizona/New Mexico, and they're still living in Mexico, because their land was highly polluted by Shadowloo.
Lily could actually still be their daughter, she just needs to have been born before Julia was kidnapped. That would make her 19-22 depending on how far after 3rd Strike 6 actually is, and she's no younger than 19 anyhow. Both parents would have been absent for half her life though.
