all these characters do ridiculous damage, great buttons, all of them except JP are easy (JP is borderline EZ) and they dominate the fireball game.
JP
Luke
DeeJay
Guile
Ken is just better in every single way besides maybe zoning.

marisa
cammy/jamie
blanka
characters without reversals who aren't marisa
Top5 outside of JP are the hardest to play though so it's mostly a wash. Honda/lily/gief/aki/dhalsim and to a lesser extent blanka have to hold something vile in the corner.
I think based on usage these are pretty accurate impressions, too. JP/chun/rashid aren't that popular but overperform, DJ/luke are semipopular and overperform, ken is ultrapopular and performs about in line with his usage.
His normals are considerably worse, his air normals are considerably worse. He has a lot less damage (insomuch as damage can vary in this game) than ryu.
His fireball is better than ryu's anyway, not worse. His movement speed and low pushback/high reward on his lights gives ken the best strike/throw game outside of JP/jamie though and that alone makes him probably the best of the rest.
Also, my win-rate against Ken is far better than against Ryu.
if it did that would mean no one could jump at gief. Having a 1 button AA that works universally is a bad idea.
1 : Ken (because too many mix-up/set-up)
2 : Dj
3 : Luke
4 : JP
