at low level ALL characters are OP because nobody knows how to deal with anything
just pick someone with special moves you like.
I personally was drawn to Juri who is considered hard but I have fun even though I suck
Anyway, would recommend picking a character that looks/interest you the best. You'll learn a lot along the way.
Ryu, Luke, Marisa are those who are really easy to use also Guile is easy to use if you like charge characters
