If the answer is no, she's a struggle bus as she really don't have any strong gimmicks, can't really be played on autopilot/flow chart mode, and relies extensively on having a deep understanding of match ups.
She was my original main, but I came to the conclusion that I just suck too much at SF6 to do anything with her at my current skill level. So now I'm working on learning the rest of the cast, and building my skills with characters that are easier to utilize.
I'll eventually work my way back to her at some point soon as I feel I am a much better player than I was in July when I had initially picked her up, and I want to see if my theory of "Get better at SF6, get better at Chun Li by default" holds up, but as of right now I'm having too much found pounding ♥♥♥♥♥♥♥ into dust with Marisa.
It's kind of mean to have one of the World Warriors be so difficult to use. You can get far with her without using anything fancy but to get to that level you will have had to have learned a lot about Street Fighter already.
Chun-Li just needs to work a lot harder to get that same kind of damage on the board. As the others have said, if you know your Street Fighter she can serve you very well even without getting into her optimal stuff as she does have an answer to most every situation, where a lot of more limited options, but indeed, she lacks any really good gimmicks to balance that out. She'll keep you honest.
Chun get get 50%+ off an anti air, her neutral is insane and she has basically every tool imaginable. They are just all hard to control and difficult to maximize.
Marisa on the other hand is mostly pretty easy, her hardest thing is just 4HP into superman punch off of her drive rush, everything else is fairly cake execution wise and you just need either knowledge to take advantage of it or your opponent to lack knowledge. Still Marisa has a ton of weaknesses notably her anti air game is one of if not the worst in game, her light confirms suck unless they counter hit, and her defense is terrible.

If your mileage varies, you might consider playing another character.

I tried to get good with Chun Li during the closed Betas, but OOF she was so hard to play... And I was thinking of getting back to her when I got better at the game, but then I just fell in love with Marisa's playstyle.
No need for precision combos, charge moves, or any finnicky stuff. Just pure spacing, mindgames and PAWWWWWWNCH!!!
Would love to be able to perform certain combos, but that's just a wishful thinking at this point.
Pretty much, Chun Li is like learning how to paint, there is a lot of theory, and tons of technique. It takes a lot of time and patience to even reach a level where you're just not completely embarrassed of your work.
Marisa is like learning how to put holes in walls with a sledgehammer. Isn't a hell of a lot to it, you just start swinging and proudly pointing at the carnage you've wrought.
To give hope to anyone else who is as awful at chun li as me, it did get a little better. I had a marathon of playing last night. This was my first day of chun li. I went from utterly helpless baby losing to people who probably just started playing a day ago, to at least beating people in silver most of the time and zooming to gold pretty fast. I never thought I was good, but I thought I was at least better than this after getting to platinum with marisa easily.
I guess it was mainly internalizing crouching medium kick leads into lightning kicks as it's a pretty safe poke. And bird kick can combo into 22k or supers, I think it was OD only though. The air throw is nice if you're having trouble reacting sometimes with 22k (the anti air kicks).
After a very painful beginning, I at least feel like I'm somewhere I can start making sense of what's happening. At first that felt impossible.
Throws and quick lows, or well-timed DI's when she's doing anything that's not a direct counter to it, or a light combo. XD
Or just jumping over her terrible Anti-air.
I really love playing her, but BOY does she have big chips in her armor!
Her AA's are really bad coming from Juri and Chun. Opponents who just start spamming with with cross up attempts and jump ins can be really frustrating to deal with, as a lot of my stack on Marisa is devoted to attempting to cover the faults y'all have pointed.
Especially throw loops and throws in general, it's largely a symptom of Marisa's wake up game also being suspect which is why I don't understand people who give me breathing room to actually recover.
Double that if they are on Ken, Cammy or Juri where they can get away with being incredibly disrespectful of my options. ♥♥♥♥♥♥♥ Jinrai loops are hell on Marisa.
