Just like any other character. The lack of recovery is one of the differences in SF.

He's got a couple normals that are comically safe on block he can just loop for forever if you try and punish.

But they are very subject to stuffing. Learn to identify them from his assorted yodeling and you can just jab him out or even often a medium button.

Capcom wants to nerf him but they're currently trying to navigate through his zoning. They should finally reach him by the time Capcom Cup ends

JP's zoning is fine. He's a zoner, it's what he does... His damage on the other hand is over the top for a zoner, and that's what needs to be addressed, not his zoning.
