100%. Blanka-chan makes it more difficult to see what he's doing. He's the only costume most people are going to be disabling.
To be fair, a skin really is for oneself, and players can still mod skins on their end, in order to override whatever the opponent is sporting. For example, I put that "muscle mod" on Marissa, that makes 'her' look like a Snythol junkie, because the character is obviously a joke to begin with and, so, why not play on the idea that Capcom started? Therefore, even if someone is using whatever Marissa skin on their end (assuming the same csotume slots are used), I'm seeing some bipedal condom full of walnuts on my end.
In other words, there is no guarantee that others are seeing the oftentimes cringe-worthy Capcom "party" skins you've wasted money on, irrespective of the in-game settings (which you should count as a blessing in disguise). That is, unless the opponent does not have a DLC skin... In which case, I don't think that a mod for a DLC one does not own would install / apply... Depends on if the slot / skins are already downloaded and applied, only locked out... But, I could be wrong.
