That said, as to whether to use Modern or Classic, about 20% of Chun-Li players in Master rank use Modern so she carries you further with Modern than a lot of other characters do, in fact, one of the Five Japanese Gods of Fighting Games, Haitani, managed to get as far as 6th place at Evo with a Modern Chun-Li, so if the power of instant air legs and on reaction supers appeals, by all means, go Modern.
I don't really think there are any characters that should be played modern, but there are characters that don't lose much from playing modern.
Luke and Marisa are prime examples, Chun Li is good either way, and there probably a few more I'm forgetting.
I tried Modern just to see what all of the hype was about, but ended up just doing inputs 90% of the time anyway, and was constantly annoyed by not having a full move set. I'd probably like it more on pad, but it's awkward AF on stick/leverless, for me at least.
