As far as matchmaking itself - It's ok and functional. I advise people in fighting games not to care about the ranks (numbers) themselves, just enjoy the matches with similarly skilled opponents and try to win. If you don't care about the points, it's a very good system. If you do care about the points, it can get wonky.
Guilty Gear:Strive has done a solid job of maintaining interest for an anime game, but I have a feeling it's about to get torpedoed by Granblue Fantasy: Rising. GBFR has a massive advantage in the fact it will be F2P.
