I hate Chun-Li's, too, but that's how cash shop skins kind of work, though. You throw stuff at the wall and see what sticks. The stuff that sticks keeps coming back, which is why we always get Nostalgia/Classic skins for specific characters.

The good news is that there aren't any guns to your head, so you can simply ... not buy it.
