Is there a difference between a rekka and a target combo?
just reading both terms in the fighting game glossary. it seems like they're pretty close to the same thing

Rekkas are specifically for special moves. You input separate commands for each part of the move and typically can stop it early

Target combos are for normals that can cancel into another specific normal

Rekkas are a multi-part special move (that usually has the same motion for all the hits).

A target combo is a series of normals that cancel into each other.

For anyone interested in the history of the archetype I believe it originated with Fei Long in the SF2 series.

At this point most 2d fighters have at least one Rekka character on the roster, often times more, other examples would include characters like:

Iori [King of Fighters]
Ramethal Valentine [Guilty Gear]
Karin [Street Fighter]
Juri [Street Fighter]
