Does it happens upon the very first launch or as time goes by, anyway?
I thought it's my GPU, but ,for example, in Elden Ring my FPS is constantly 60.
Anyway I'm not sure if GPU core clock at 780 MGz is normal for SF6.
Could be driver related but since it happened with the current one and with the old one it's not that.
Could be the GPU but it's fine with other games so it's also not that.
It's either the same game issue acting in a different pattern or hell if I know. There's a trouble-shooting thread in this very board. A sticky. Try to get some help over there. Good luck.
-GPU driver- Switched to older version to add stability.
-"Microsoft RRAS Root Enumerator" - This was main cause of my stutter. If you've played Elden Ring I'm sure you're well aware of it.
lower your resolution to 1080P. you can keep all other graphics in highest. really, it doesn't make much difference visually unless your face is glued to the screen. but it'll help the game performance and fps a lot

No, I play with a 3060ti, ryzen 5 5600 and 16GB Ram in 1440p with everything max and I never drop from 60fps, except briefly during character introduction but never during a fight. He should not be lowering anything.
Firstly like others have mentioned, turn OFF V-sync. Turn ON g-sync in your Nvidia Control panel if you have a compatible monitor. Also make sure your refresh rate is set to the max Hz in the drop down: https://imgur.com/a/foznQSS
Also I would turn Shader quality to Low as it has 0 noticeable visual difference, and about 15% gpu usage difference.
There was also issues with lots of people having stutter/lag due to "Root Enumerator" and to disable that. Go to Device Manager -> View -> Devices by connection, then find Microsoft Device Association Root Enumerator, right-click and disable.
Also make sure in Nvidia Control panel > Manage 3D settings > Shader Cache Size is set to '100 or Unlimited' (don't use the low default setting)
Also make sure in Nvidia Control panel > Manage 3D settings > Power management mode is set to 'Prefer maximum performance'
Also make sure under Game > Other settings: Shader warmup is set to 'Perform'
Also make sure under Graphics > Input delay reduction is set to 'On' (won't help your stuttering problem, but it should be on)

Just seen this too. Try disabling some 3rd party crap if you got it for your video card. Just seen your card should be at like 1365-1800mhz probably while gaming. Maybe a bit lower or higher while in a SF6 match since its capped at 60fps. Seems like thats your issue most likely. Something might be power limiting your GPU. Worst case, reformat like DinoRex did.
I tried all of them not one helped the situation for me unfortunately. This issue doesn;t happen with any other games for me atm.
