Yeah, skin color. As others said, after you become disciple of Blanka. It's not difficult, but you have to progress around 15%-20% of the story mode.

I can't remember if I had to unlock Blanka to get green, but I do know the first panel where you choose skin colors doesn't show you all the colors. You have to go specifically to the colors tab where you can change the colors for skin/eye/eyelash/hair/body paint etc

I've solved it for head but for paint full body it's impossible for limited customization and positioning
