When/How is Super Art 3 unlocked in World Tour?

I just finished the World Tour Campaign. (beat JP). But I Was never able to unlock Super Art 3. I went through the dialogue. I was training under Ryu, he "gave" me the SA3, and it shows on my list of Super Arts. But the bar shows "locked". I can see it on the right pane, but it's obscured, and it doesn't let me choose anything, it just shows the lock symbol.
I don't know what else to do. I keep going back to Ryu, and exhausting his dialogue, but nothing else happens. I do still have some Sub Quests to do, and there were like 3 stages (Lily, Zangief, Dhalsim) that only unlocked until after I beat JP. But I don't know what to do to "unlock" Super Art 3.
Does anyone know?

Master friendship level unlocks the move for selection but you need to unlock the actual SA3 slot via the Skills tree.

I wasn't too sure what you meant. But I reset my skill tree and did something because it fixed it. So thanks. I wish a lot of things were a lot clearer in the game.

I believe the 4th skill tree and it should be Specialist D
But I did just reset my tree and chose every option that said it increased your spcial moves (not ariel ones)

im having the same issue right now, i just reset my skill tree for the 3rd time, chose all the specialist ones just like before, that give me more super move slots and sa3 is still locked for me, and i have eds sa3, which i want to equip, idk what else im missing here
